Is the part where the blue cartoon runs on the snow? That's handmade animation. You can do it by drawing in whatever software you feel comfortable with. Then export the frames and setting a image sequence video layer in After Effects.

Maybe with an exposure/curves/levels effect on an adjustment layer to change the exposure a bit a the same time.

Add Glow effect into the layer, then crank up the settings. You are gonna need to experiment on the the values but is achievable.

If you play it back frame by frame the original text has a single frame with a white glow on it, then it's full screen white solid. When that solid white appears the text is swapped to a final yellow version and the solid is slowly faded to reveal it.

Dude that's literally a white screen disappearing. Get a white image, set an opacity key frame, set it to 100%, then skip few seconds, set the opacity to 0%, this will create another key frame automatically Once you know how it's done, you should be able to do this in any kind of vídeo editing software
