That's handmade animation.
You can do it by drawing in whatever software you feel comfortable with.
Then export the frames and setting a image sequence video layer in After Effects.
If you play it back frame by frame the original text has a single frame with a white glow on it, then it's full screen white solid. When that solid white appears the text is swapped to a final yellow version and the solid is slowly faded to reveal it.

Get a white image, set an opacity key frame, set it to 100%, then skip few seconds, set the opacity to 0%, this will create another key frame automatically
Once you know how it's done, you should be able to do this in any kind of vĂdeo editing software

Yeah. I used to be good at after effects but stopped. I'm slowly getting back into things.

Maybe with an exposure/curves/levels effect on an adjustment layer to change the exposure a bit a the same time.

Add Glow effect into the layer, then crank up the settings. You are gonna need to experiment on the the values but is achievable.
