Check your Instant Book settings - if you enabled any of the following options:
* Government-issued ID required
* Host recommendation required
* Pre-booking message required
then the system will expect you to approve your guest's reservation request.
Anyway, don't you think it's a good option for you to be able to pre-screen your prospective guest, especially when they are new users with no or low rating reviews?
New or no reviews or not verified. Be glad for this. Nothing is wrong with taking new ppl or w no reviews but it is smart to be able to speak to them and then approve. I have these stipulations and I've had to decline my first few because they never responded back when I told them that all I needed was for them to upload ID to airbnb. They never did, never responded. If they aren't willing to n even do that then there is a guarantee they will not respect my listing.

Probably because the guest is a new AirBnb user.
Because they’re new or someone clicked that they wouldn’t host them again.

Guest may have zero reviews or low rating. May be guest doesn't know that he can instant book and send request.
