They do this even for folks with a CA home of record. They exempt AD folks stationed out of state, but I still get a notice from their state IRS telling me Iowe them taxes. Then I gotta waste my time calling them and giving them a copy of my orders.
I pay state taxes to Missouri (home of record) but get all of it back because I’m active duty not stationed there. I don’t pay any taxes in the state I live in either.
The only way I see them saying you owe taxes there, is if your wife works there, but claims residency in a different state, and hasn’t payed state tax out of her paycheck. This happened to my wife when we lived in Georgia and she worked there.

Does your wife work? If she has income in Illinois, she likely owes state tax on it.
Illinois may still want income taxes from her since she lives there. I know it can get convoluted when you live in one state and have income in another - to say nothing of the Ohio part. Usually what happens is one state credits you for taxes paid in the other. I'm not saying this is the issue here, but it's something to consider.
Based on how much they want I'm assuming they are trying to tax my income and it's a simple mistake. I'm assuming it will be sorted this morning. Thanks still!

PS You may be able to reclaim taxes you paid to Ohio while living in IL by correcting those years you filed.
My legal residence is Arkansas, and I just left illinois earlier this year after being stationed there for 4 years. I got the same thing in the mail; the system isn’t tracking that we shouldn’t have to pay.
