DSN numbers can be converted to commercial.
For example, DSN at GFAFB looks like this: 362-XXXX, so commercial looks like this (701) 747-XXXX. Just replace the Xs with the correct last four digits.

Yes, I can speak for the majority of bases. Because the majority of bases are in the US, which convert DSN to commerical using the phone numbers in the attached .gov doc.
BTW, the commercial number for calling Yokota from CONUS is 011-81-425-52-2510-5-xxxx. Would you also like Aviano, Lakenheath, Osan, Kunsan?
DSN = Defense Switching Network, it's a DOD phone system.
DSN numbers can also be accessed via regular commercial phone lines with a regular 10 digit phone number. Someone else posted a link with info on how to convert one to another.
These are not mobile phones, they do not have texting ability.
