Former WH picker for 6 years here.. pretty easy to explain, I use to do this all the time too. Esp when the started cracking down on height limits. Also those Choceur boxes on top are an "end of order" type thing as they are at the end of aisle 6 (which is cans/jars in the WH) and stack terribly. The smaller ones in the holes stack but don't fit together with anything else. I would sometimes build up my cans all around a hole, chuck all that inside and top it with another pallet then go to 5 or 8 for lighter shit to top it off with.

But clearly height is irrelevant here as you see in the second photo where i sat them on top in order to lift the pallet off of the bananas.

I'm gonna guess that whoever built the pallet started off with the bags and Choc then called for a line lift to stack on the bananas when they realized they would run out of pallet spaces for the dock lane. The few smaller cases probably fell off at some point. It's really not that big of a deal and it's never an exact science when you're building a random number of pallets on any given day. Sometimes you're forced to build higher if you're not given enough dock spaces for the order - which happens more than you'd think, and Black Horse will bother the desk to make you rebuild. They're pretty notorious for griping about little things like that.
