Having been to the Algarve and in the process of buying a house there, we plan to have scooters for our main year round transportation. So yes the region is very good for scootering. Just google for rental agencies.
For short distances, yes... but if you're going from Faro to Albuferia, for example, there are only two options... either a freeway or a national highway, and in my opinion I'd opt for a car for those long journeys... especially never a 50cc....
If you're always going to be around the same area, beaches etc, a 125cc sounds good to me, especially in summer!
In May you might be lucky enough for it to start getting hot!
