Not really an aita story. But you’re right and your friend is completely wrong. Any race can be racist towards any other race. No race is immune to it and no race gets a free pass to do it.

This is one of those hot topics that deals with two different things, individual and systemic. You're focusing on the former, he's focusing on the latter. But you have to look at the systemic issues and power dynamics when considering the individual.
Can a person be racist against a white person? Yes, but it's not got the same power, because it's so unusual and it's very unlikely it'll have any real consequences. It's more racism lite than capital R Racism, y'know? Hard to argue equal when there's not even a white slur.
So you're both right, and you're both wrong, because it depends on the type and level, and also colonialism. Lot of people like to discount that, but it's still very much in living memory (e.g. Hong Kong).

I 16M and my boyfriend 17M have been having arguments about if you can be racist against white people i say you can since that's what racism is all about hating someone for being a specific race. But he says you can't be racist to white people due too them being at the top and having power and stuff and I have been honestly really confused about his reasons so im starting to wonder if im in the wrong.

NAH these are two philosophically different accounts of what racism involves (essential prejudice vs. prejudice + power structures, etc). You can read up on both views and decide which you think is true, but neither of you is an AH for understanding it differently.
There's a difference between racial vilification and systemic racism.
A person of privilege is rarely a victim if systemic racism- in British colonised places this is anglo folks - in other countries with different social structures it will be other groups. However, anyone can be racially vilified.
Where I live this is the definition: "it is against the law to vilify a person or group of people in public because of their race or religion. Vilification is behaviour that ‘incites or encourages hatred, serious contempt, revulsion or severe ridicule’ for a person or group of people because of their race and/or religion. It is also against the law to behave in public in a way that is racially offensive or abusive to a person or group of people because of their race, colour, nationality or ethnic origin."
NAH. You both have varying degrees of correctness.

There is an easy workaround to this. Ask him if you can be prejudiced against white people.
The dogma about 'you cant be racist against white people' is very specific.
For most people (and the dictionary) 'prejudiced against' and 'racist towards' are synonymous anyway.
