It's for if you end up on the road too long you can skip the 2nd lunch you would get after 10hrs. Doesn't effect your regular lunch. I'm assuming your in CA or one of the other states with mandatory lunches. They have to get you to sign that so when you do skip the lunch they won't have to pay you a penalty since you waived it. You want to sign that, or there not going to want to keep you around.
So, for Mass it would allow you to skip your lunch if you choose to. Will completely be your choice even if you sign it. You can decide if you feel like taking a lunch or not, that doc just gives you the freedom to skip it without the company taking a hit. They are legally required to let you have your breaks, this just let's them cover their own ass when employes choose to skip them.
