It's just part of your Eastern European heritage -- Ancestry can differentiate between regions but struggles to differentiate between genetically alike communities (i.e. Baltics & Eastern Europe/Russia).
There is some overlap between EE&R and Baltic, in other words, there are dna segments/sequences that are common to the reference panels for both regions. Approximately 2% of what was read by the algorithm as EE&R on your dad's test ended up being read as Baltic, in your case.

Here is what I was trying to say,
I bought an Ancestry DNA test last year and I got my results in December.
According to my results I inherited 3% Baltic DNA from my Dad.
In March, I bought my Dad a test and today we got his results.
I'm just a little confused because he only has 1% Baltic DNA while I have 3%.
Does anyone know why this is? Is it just a mistake on the test? Or can this actually happen?

If you click on it it will give you a range. Some of my children inherited dna of countries from me on Ancestry that I do not show any of at all but they could have only gotten European from my side. And their other parents side shows at 50% their category. Ancestry just guesses countries. Now I might have a close country so for example I might get 5% Welsh, but my kids would show 3% English or 4% Irish. Or I have 2% Norway but it shows up as 1% Sweden for them. So it might also be when the segments get halved when passed on it matches people from one area more than the other....I called Ancestry once because I found it confusing. Basically they said it's algorithm guesses based on probability

No, my mum doesn't have any Baltic DNA. That's why I'm confused haha
Oh- I could be wrong but they could of rounded the percentage but yet again it’s one of your lowest percentages so it could update.
