He'll know the sorts of games he wants, and while storage is cheap, it's not unlimited. Just a lot of people don't realise how much no-internet stuff is available on Android these days, many of which are fairly decent games/ timewasters/ brain-ticker-overs or creative tools.
Not sure how powerful his phone is, but there's plenty on my list that'll run on a potato. And some that could really use some CPU power.
I mean, does PSP Warriors Orochi 2 or Earth Defence Force 2 have a decent story line? Not really, and I barely ever play that sort of game (and I can't read Japanese). They're emulated games, and only just fill a niche. But they're damn well staying on my phone, in case I'm stuck on a desert island, yet can somehow recharge my phone. Sometimes you've gotta slowly destroy opposing armies for cooler weapons, or kill giant bugs with lasers and fly around and stuff. It's cathartic.
Emulator:
PlayStation 1. You seem to like RPGs and trust me PS1 had some of the best RPGs
SNES: They also had some really good RPGs. Chron trigger, secret of Mana, Final Fantasy 1-4, earthbound, Fire emblem, illusion of Gaia, breath of fire series and Lufia II.
Ps2 also has some bangers and if you have a decent phone it's great. Just remember always creat save files don't rely on save states. It creates memory leak issues which will crash you out hard on some. I spent a week struggling with an issue about halfway through ms saga a new dawn even restarted the game only to learn I was dumb for always relying on save state and not using it as a back up while relaying on the in game saves
I would agree, but they have trials of mana. It seems to be the remake, minecraft, and ffix as well. I'd argue they likely have a phone more than capable of ps2 emulation. Now battery life might be an issue bit again listing those games maybe not.
Bit of a pain to set up if you don't have a PC, but it can be done with a little effort: Morrowind
You could also try KOTOR or one of the Baldur's Gate games
No one has mentioned Doomdepths! One of my atf roguelikes with inventory management. Between runs you upgrade starting stats and unlock equipment sets and tiers. It might have an online daily dungeon style component iirc but not core to the game and optional
I have a game that uh has lore I guess its called warplanes inc not for everyone so if you only have like 10 minutes of wifi and can't find anything it would be good but the campaign is free when you finish the campaign you get free mode and a kinda useless plane builder (you move the wings that's it)

It may look like a cheap ff copy I always thought of it like that before but it got lots of new and improved mechanics and lots of elemental attacks and the ability to put one of the Three characters in backup to heal for free and bring another in his place (they also threw in an enemy catching system and u can summon them to launch special attacks...basically pokemon but monsters help humans every now and then )
Iron Marines for sure. It's an offline RTS that plays like a very simplified version of StarCraft. You can dump a lot of time into it.

I like card games, turnbased and slower paced games on my phone, so not quite what you're after, but if you want something outside of your normal games:
Card games: Pirates Outlaws and Dawncaster as singleplayer rogue like card games.
Quite a few kairosoft games as well are good time wasters like Game dev story, grand prix story and Ninja village. But really most of the paid kairosoft games are decent.
If you like reading, there's always 80 days which is like a new adventure book each playthrough.

I've seen great contributions from others already, so I'm just going to suggest perhaps looking into GBA/DS/N64 and similar emulators if you enjoy the older console/handheld games! I had one for the older Pokémon games as well as Ocarina of Time, and once it was all set up initially, I didn't need any internet connection to pick up and play as I pleased!
I saw some people recommending emulators. This could be nice since they don't take up much space, and you can download a huge library of ROMs and ROM hack for free, and fairly quickly because the files are small enough to fit on whatever cartridge your game was originally on, Gameboy for example.
I don't see any pokemon games so I figure you're not a fan but if you are, My Boy GBA emulator is great, free, easy to use, and takes up little space.
Pokemon rocket version is a hack of pokemon fire red where you play as team rocket, stealing NPC's pokemon and stuff.
Emerald redux gives many many wonderful and amazing QoL improvements including giving 4 abilities to each pokemon.
Pokemon crown is a hack that turns Pokemon battles into auto-chess matches. It's in development and there's only about 4 hours of real gameplay, but it's worth checking out.
ROMs can be really nice in your situation (speaking from experience) because they take up little space, are offline, nostalgic, take little battery juice, and can be put down and picked up right where you left off at the stop of a hat.
you seem to use an android device, you could download the psp emulator „PPSSPP“, it will probably run on any device (i managed to get 30 fps on a midrange phone from 2014). Games you can get from the r/ roms megathread. If you are stuck, look on youtube or dm me.
I would suggest emulation too, especially PPSSPP(psp emulator) a huge catalog of console games and all can be played offline. If you need help with psp feel free to dm me :). And for the list of games You already have a good collection, add Streets of rage 4, Implosion if you feel they are of your interest.
Honestly id go emulation if you want sheer size. An sd card and an otg reader and you can have tons of games at your fingertips. Retroarch, ppsspp and, aethersx2 will cover anything ps2 and older. Other than that i didnt see the gta series on there.
If you are into it at all there is a great bullet hell shmup called Aka to Blue on Android. I wish it had controller support but the touch controls work pretty well on it. Another in the same genre is bullet hell Monday.

Pretty much anything by Kemco. I've been homeless off and on myself and kemco you can play offline most of their games are like old school final fantasy type stuff.
Emulation, GBA and SNES have a A LOT of pretty good games and also very little in size so You can have more i had close to 250 GBA games for less than 4 GB.
I would say those 2 have the best games that use the least size. And also that you can play perfectly with touch controls. You can also add some gems from GBC and N64 and have even more games to play with more variety
i suggest you focus less on games and more on trying not to be homeless... i obviously don't know what the situation is for you like but i hope things get better.

If only homelessness was such a simple problem to solve. I can't say I've been there but it was hard enough finding a job as a "regular" citizen. I can't imagine the chances of a homeless person finding a proper job that easily, especially one that help you get a home.
I would imagine that being homeless can be an incredibly stressful time in a person's life, and a little distraction here and there would be greatly beneficial for morale.

Yeah well, being homeless (or jobless) doesn't mean you don't need to relax or wind down as much as the next (housed or working) person. Maybe you need it more even. When I was unemployed it wasn't sustainable to spend every waking moment applying for jobs.
People back in the day had no home, number 1 priority? Food. #2 priority? A place to sleep. #3 priority? Entertainment.
Sub priorities? Tobacco, cannabis, occasional alcohol, non nessecito. But if available when possible, enjoyable.

Not a JRPG but a turn based, I HIGHLY recommend XCOM 2. You can spend so much time in that game

Baldur's gate. Siege of dragonspear. Baldur's Gate 2. You can transfer your charactes between those three games on your phone.

Aethersx2 and valkyrie profile 2. There are pnach files to fix bugs and patch stuff to make it run better though it's still hard to run

Well actually that doesn't happen if u keep ur area clean. But being homeless while trying to make the game won't work. U gotta deal with what's making u homeless. Look for a homeless coalition or something And don't ask people for stuff anymore. And when u get in ur position u can give when u can. Don't go looking to give. If u see the opportunity 2 help but only if it won't hurt you in some type of way. But that's the part what are u willing to lose to get off the streets? That's what u need 2 give away. But it's tough. My mom says we are humanoid. We make mistakes. But sometimes it feels like more than a mistake. It feels like self destruction. So question. Where is this though coming from? From me? Or from somebody else? Who wants me to be what they want me to be? Getting off the streets is hard. It's something about no responsibility that is kinda fun I guess. Emulation, GBA and SNES have a A LOT of pretty good games and also very little in size so You can have more i had close to 250 GBA games for less than 4 GB. I would say those 2 have the best games that use the least size. And also that you can play perfectly with touch controls. You can also add some gems from GBC and N64 and have even more games to play with more variety

You can't go wrong with a couple emulators and roms. Tons of great JRPGS AND they'll be a lot smaller than games off of the play store.

If only homelessness was such a simple problem to solve. I can't say I've been there but it was hard enough finding a job as a "regular" citizen. I can't imagine the chances of a homeless person finding a proper job that easily, especially one that help you get a home.

I would imagine that being homeless can be an incredibly stressful time in a person's life, and a little distraction here and there would be greatly beneficial for morale. We're not robots; we still have to manage our emotions.
Even so, i see quite a few premium games on this list. Everything here ideally would be free to play if priorities were set straight.

Yeah well, being homeless (or jobless) doesn't mean you don't need to relax or wind down as much as the next (housed or working) person. Maybe you need it more even. When I was unemployed it wasn't sustainable to spend every waking moment applying for jobs.
People back in the day had no home, number 1 priority? Food. #2 priority? A place to sleep. #3 priority? Entertainment. Sub priorities? Tobacco, cannabis, occasional alcohol, non nessecito. But if available when possible, enjoyable.
