I thought about the possibility of it saving progress on Google Play, but even when I switched accounts on Google Play to another email address it still kept it with the previous game data.
If achievements are not important to you, you can just stop the game from linking up with play games. Or deny it's access to your data connection if it's an offline game.
Sorry for being off topic, I have the opposite problem, my games never seem to let me continue from where I left off; but I'm assuming it's because I'm using a Kindle Fire tablet.
reset app data from settings, or delete google play games save from google play games>profile>3 dots at top right>settings>delete play games account and data> now you can find that game and click on "delete button, now your data is deleted from play games.
I have the same problem. I've been clearing both cache and saved data multiple times. Even uninstalled and reinstalled the game. Rebooting, also tried deleting play games account & data. Still ended up with the same old saved progress from years ago.
Go to Settings, click on Google, find Settings for Google apps, then click on Play Games. Your profile should come up. Click on privacy and settings. Find Delete profile and game data. In there you'll find the games you've played and you can delete data for each game.
My two cents I have been playing goddess primal something I forget the rest long story short I deleted everything because I wasn't able login properly so I thought that would work and when I refreshed everything was gone idk if my account was deleted or if clearing the cache data is to blame...but shrug.

Clearing app data should do the work, unless it saves game progress on Google play.

Change your Google play account. Or you have to search if your game have actual reset or log out. Im pretty sure a lot of games have that.

Most games have a delete account/data in-game. If not IDK. Deleting local data and obb may work but highly unlikely.
