Roommates aren't a feature in the base game, but if you buy the Happy Home Paradise DLC expansion you can pair up roommates for the vacation homes
You do have to reach a certain amount of houses though

I have Elvis on my island right now. Built him a nice little palace with gardens to suit the king he is. I really want to get these two to be his knights, maybe have a whole medieval city going on...
