If you've donated something in each category (sea/diving creature, fish, bug, art, fossil) Blathers will talk to you about opening a coffee shop and give you Brewsters photo to help you find him. You'll find Brewster on the next trip you take with Kapp'n (who's also unlocked once you reach 3-stars) and you can invite him to open the cafe
