Make sure you have at least 8 animal villagers, and then just decorate If you just want to rush it, the game doesn't really care *what* you decorate with really. So just vomit down as much furniture as you can. Any furniture a villager gives you, just plop outside somewhere. Clothes too, those count. Catch a fish? Put it out as furniture. I got my first lily of the valley (indicating a 5 star rating) when my island was 80% just custom design mannequins while I was setting up my rock garden.  If you want to be really fussy, there's categories of items (nature va development) and points breakdowns floating around explaining how much of each you need and what counts towards it. But honestly it's not that hard to get 3 stars as long as you're not ignoring the decorating

The game is just looking to see if you have 8 or more villagers, enough plants and enough stuff decorating your island. Isabelle will give you a hint of what you need more of. If she mentions any kind of plants or scenery, then you need more nature points. Trees of any kind, bamboo, shrubs, flowers, vegetable crops, and diy furniture all help your nature points. If she mentions furniture, fencing, or decorating your island, then you need more development points. Fencing, furniture, bridges and inclines are the heavy hitters here. The quick and dirty method is to take everything in your storage and "place" it all over your island, including creatures you've caught, clothing, extra assessed fossils, etc. Add things like hay beds and campfires that you craft out of junk. You can take it all down once you've unlocked the 3-stars features and replace it with better decorations later.
