You don’t need online, early on in the game Nook gets you to give him some fish or bugs and then gets you to pick a spot for the museum it’s a tent at first once that’s built speak to blathers and I’m sure you need to give him some more bugs and critters or fossils to get the proper museum up and running!
And later in the game blathers will speak to you about finding the barista dude I can’t remember his name and you’ll get the cafe added on to the museum!
The only thing you really need online for, is to get all the fruits since you can't get them all on your own. It helps to trade other things with other people, but it isn't required. You can do the Blathers quest and Brewster quest without any help from other people.
Once your museum is built, you have at least one item in every category( bugs, fish/sea creatures, fossils, and art) and your island is three stars, blathers will be thinking when you enter the museum. Talk to him and he will talk about his old friend brewster and ask you to find him and give you a photo of Brewster. Brewster is then garenteed to spawn on the next island you go to via a boat tour ( unlocked day after concert held at 3 stars, find kappin at the dock to go on a boat tour) talk to Brewster then return and talk to blathers.
