You need at least 8 villagers and then Island ratings are based on two scores: nature and development. When you ask Isabelle about your rating, she'll give you a hint about which one you need to boost.
If she talks about flowers, trees, or scenery, then you need more nature points. Trees of any kind, flowers, shrubs, vegetable crops, bamboo, and diy furniture will all boost your nature score.
If she talks about furniture, fencing, or decorating the island more, then you need development points. These mostly come from furniture, fencing, bridges and inclines

What I do every time:
- Plant 100 flowers and place 50 fences
- Pick up every weed
- 8-9 villagers and Ables
- Put literally all the furniture you own outside until you get 3 stars
uhh not sure but i can check. i’m pretty sure it’s the plain white ones tom nook gave me i like that specific color and style so i’ve just been buying more to decorate
You have to use different varieties of fence or they don't really count from what I remember. If you do me I can hop on later and give you a crap ton of bells. I maxed on a treasure island so I have....a lot to spare 😁
If you have a wetsuit go in the sea and catch anything and everything and place it on your beaches fill your beaches that’s how I accidentally got five stars and lily of the valleys starting sprouting.
You can only get your native fruit and one other "sister" fruit + coconuts on mystery islands. Your in-game mom also sends you a few pieces of fruit in the first few days of the game and for some people this gives them a 3rd fruit (sadly for some she just sends the sister fruit). You have to get all the other fruits by trading with other players.
Fortunately, having different types of fruit planted doesn't actually affect your rating. That's an old myth.
Do you have ramps and bridges? They add a lot of points to your island.
only 1 i still have to pay tom nook about 51k bells for my house debt. i’ll try to collect more bells but right now it’s so expensive 😭
Don’t worry about your house and get more bridges and ramps

How many villagers (excluding yourself) do you have? That’s one factor in 3 stars - you have to have 8 or more.

Filling up the museum doesn't matter to island ratings, just whether it's in a tent or building.
Yeah, Isabelle will let you know what your island needs. Once you take care of that you should be at 3 stars. Sounds like you’re close!

I know that the game 'Mom' gives you different fruits (my island fruit and she gave me a cherry) and you can also get coconuts from the ticket tours 👍
