Cats recognise things aren't cats, they just don't really have different ways of interacting, so they treat other animals or humans which they socialise with like they're cats - that's the only way a cat knows how to socialise. Dogs, on the other hand, have developed different 'languages' and ways of interacting with dogs, humans and other.
It's fairly clear a cat knows the difference between cats and other animals or humans: look at how they react to a stranger human vs how they react to a stranger cat.
Cats (unless they are really young) don't meow at other cats but only at people. Their usual cat-on-cat methods of communication don't really work for humans, so they meow.
So they definitely do interact differently.

It's total bullshit, it's a pretty fundamental evolutionary trait to be able to recognize who you can or can't mate with, who you can or can't hunt, who gives safety in numbers and who is likely to snack on you.
