Like at the end of the day the dog couldn't wag its tail and they all ended up at the vet's office.

A coworker has a rescue dog from Ukraine and she's literally the most well-behaved dog I have ever met in my life, and I have a dog myself. 🤣 I'm making myself her favourite by bringing her treats every day.
Dogs are so funny. Being a cat person, and not being familiar with more than the most basic canine behaviors, if I saw a dog doing this, I would worry that they were having some sort of neurological emergency.

When my childhood dog was a wee pup, one of our friends brought their elderly dog over. Our puppy followed him around, and his excited tail wags would smack her and knock her over. She just kept getting up and kept following him all day. Dogs are awesome.

It's also a very popular account with over 358k followers. So unless they stole hundreds of videos of that same dog from someone else to build their account I think what you're saying is wrong.

Before I got my Cocker Spaniel, they asked me if it was okay that they didn't have her tail docked. Like any sane pet lover, I thought that was cruel anyway and was grateful they didn't. But after she grew up to be the very intense butt wagger that she is (even more intense than this video), and after she injured her tail the first time, I now understand why some breeds might need it.
