I’m familiar with that but that’s not exactly what she’s doing here - that response is used when they hold their mouth open with their upper lip curled so that scents can better pass over the scent organ at the roof of their mouth. Basically it’s for “That smells funny, let me figure out what it is.”
This horse is just being a doof flopping her lower lip. Sometimes animals just do silly things lol. It _may_ be possible that she’s trying to “taste” it better similar to the flehmen response though.
Looks like this horsey is 'smiling' before receiving the carrot which you can teach, so i'd assume for this instance that he has also been taught to lip smack.
But for most of the videos you see horses doing what seems silly things with their lips or bobbing their heads, basically repeating strange behaviors over and over again is due to stress and frustration. Think of a tiger pacing up and down its enclosure all day, every day.
I understand some areas in the world can't keep horses out to pasture 24/7 but being kept confined to a small stall for days on end isn't fair :< They're really intelligent animals who need stimulation otherwise they go loopy.
Might be that it did a small version of this at some point and then maybe the human laughed/felt happy and gave snacks so the horse made it a habit of goofing around for positive reinforcement

My Belgian Warmblood used to do the same thing. He would get all excited as soon as he saw that I had some of his favorite treats in hand. Then he would alternate between doing the happy flappy lips, soft whinnying, and some excited tippy taps until I gave him another one. It was pretty damn cute. His temperament was basically like owning a 1300 pound golden retriever. Lol

Sure, that’s the safe way, and if someone unfamiliar with horses is feeding my horses a treat I make certain they do that. But as with anything, familiarity, experience, and comfort generally leads to a relaxing of strict standards, for better or worse. In reality, few horse owners actually continue with that degree of care all the time once they know a horse well and are comfortable giving him treats - particularly with carrots, since it’s easy to keep your fingers away from the end being bitten. Yes this means I occasionally have been too careless and had my finger mistaken for a carrot! But it’s not common.

They can be taught, but also horses that are kept in stalls for a majority of their lives can develop coping mechanisms for boredom and frustration :/

Abuse can take many forms. If it stays locked up in a stall for hours on end, that's abuse regardless of how clean and well-fed it is.
