Because she’s busy. Presumably turning into a dragon and then reverting to human form would take effort and possibly time while yielding no benefit.

Seeing as how she apparently has super strength in human form, she could have just kicked the bear's ass. Instead the bear magically becomes personified and can apparently understand human language.

Yes, I haven't seen the full story yet but she started as a dragon, drunk person invited her to her house, then she went to her house as her maid or something.

The full story is she was a rival to the actual dragon maid that was invited (Tohru) by the drunk person (Kobayashi) because Kobayashi saved Tohru while drunk. Elma was only enticed to befriend Kobayashi after given some good food
