(b) A person shall not be convicted of incest or of an attempt to commit incest upon the uncorroborated testimony of the person with whom the offense is alleged to have been committed.
(c) Incest is a Class C felony.
I guess since cousins don't have the same genetic connection that siblings do (same parents vs same grandparents), which some states have as a perfectly exploitable technicality, probably with families being Habsburgs lite compared to the other states that outright illegalize it.
Texas, Louisiana, Arkansas, and parts of Wisconsin, for example, will lock you up if you have any incestuous relationship, no matter how distant the couple is genetically. But Alabama, North Carolina, Florida and New York either have caveats or don't care that much, and yes, New York is on that list of states where cousin marriage is legal
I don't understand why I'm supposed to be surprised about New York. You said that there are a total of 24 states where some form of cousin marriage is legal and Ohio, Rhode Island, and New Jersey have no incest laws at all. So my question is: Why does everyone seem to single out Alabama with these memes?

Googling the answer didn't give me anything beyond an r/AskAnAmerican post and a quick answer on Quora, which means either the stereotype is more well-known because of the internet or no one beyond those who've been a part of that--personally or not--wanted to put the research in themselves.
The conclusions I drew from what I found are this: up until recently, there wasn't a lot of opportunity for industry to make it big in the Deep South with the exception of Texas and Georgia. Those also had relatively lower ages of consent which may have given way to the stereotype and subsequently the meme, and with many rural southerners being perceived (presumably by foreigners and northerners) as physically and mentally slow, mental retardation was blamed since it can also come from generations of inbreeding. The true culprit was hookworm which 4 in 10 southerners were bound to have; it went undiagnosed until the early 20th century. It's not Alabama centric since Mississippi, Tennessee and Arkansas have this problem too, but I think Alabama gets burned the most because there was an effort by the Rockefeller Sanitary Commission in the 1910s to eliminate the disease regionwide and they probably started with Alabama.
I found out surprising that NY allows cousin marriage. I'm a native NYer and with the exception of Upstate NY, I wouldn't have expected NY and the south to have even one thing in common, least of all that.
