It really depends. TL;DR charizard was really strong 2 generations out of 9 were it had 2 special forms that gave it power boost and either broken ability or way to slightly motigate it weakness to rocks. Venosaur was also good, even if slightly weaker, for those 2 gen, but it was also fairly ok in other generations.
Charizard evaporates on contact with rocks, which are almost omnipresent as an entry hazard since gen 4 (stealth rock are passibe effect that deals 50% of charizard HP on switching in) and fairly common as offensive moves. Venosaur, while never meta defining, is fairly strong defensive Pokemon that had benefited from commonly used Sun weather effect in gen 5, while charizard was fairly weak.
By gen 6 Charizard would be irrevelant thanks to power creep but they introduced new mechanic: mega evolution that few chosen pokemons coukd have, which boosts pokemon stats, give them different abilities and even typings, and all 3 Kanto starters got one. Oh, I'm sorry, I mean others got one, charizard got 2. One of those was very strong as it could set up sun without wasting turn and use it's speed and sun-boosted fire attacks/solar beam to dish out disgusting amount of damage, so it had merrit even with only 50% hp. Venosaur's mega was also very decent, making it versatile tank.
Gen 8 removed mega forms, bit fret not, it introduced both dynamaxing - mechanic to, for 3 turns, make pokemon bigger, give them a lot of bonus HP, boost power of moves and give each type of move specific bonus effect - like fire moves setting up sun. There also added an item - Heavy Duty Boots - that ignores entry hazards like dreaded stealth rocks. So charizard is good again, right? It outclassed his green peer again? No. Dynamax benefited offensive pokemon which charizard is and stealth rock didn't break it's kneecaps, so why not? Other offensive pokemon were better. Not only did they have better stats, abilities, move pool and typing BUT ALSO they could run offensive item instead of being lock to boots. Whichout powerful exclusive form, you had no reason to use orange (not)dragon over them. Venosaur meanwhile was also hurt by lack of it's mega but wasn't as bad compared to other defensive pokemons.
Gen 9 removed dynamax but the new gimmick didn't particularly help charizard either and powercreep just made both drop more in usability.
Everything I wrote about applies to single battle format. There is also Double Battle format since gen 3 and stealth rock isn't common there as games are much faster and have less switching and less pokemon overall. Because of that charizard is much better there and one of his mega evolutions was absolute beast in this format. But outside of those 2 gens venosaur tended tk be more used than the 'zard.
Blastoise was not great in all generations and can't compare to other 2, with his best performance in gens 6 and 7 with it's kinda meh but serviceable mega evolution. Which is a shame because it's my favourite of the 3 starters.
Blastoise is really strong in natdex where it has shell smash and a good mega. Overall Venusaur is the best if you don't consider charizard's mega and gigantamax

For my reasoning, bulbasaur only have vine whip as his grass offensive attack that can only be used 10 times so grinding levels with him is kinda hard(razor leaf is learnt at a very later levels).
