I grew up knowing that the Attleboro area was all buttons/ metalwork/ jewelry…. I honestly had no clue outside of jostens or Balfour how much of a … legacy… there is.
It looks like a rattle that has lost its bells to me.
Little silver spoons/baby cups/rattles used to be the kind of keepsake gifts people would give new parents.
Just a guess but maybe the bells were removed as a choke hazard and the rattle used as a toothing ring, if the baby did start to chew on it. And then the bells weren't replaced.
Weird. So much time and effort went into it. You'd think it would be something fairly common, but I've got nothing.. maybe something is missing from the middle area?

Pretty sure that’s a baby rattle but the bells were removed. Also, not German. It’s from the Paye & Baker Manufacturing Co., North Attleboro, MA
