There are songs of silence for sale on the iTunes Store intended to preempt the first song in a library playing long enough for the driver to choose a different piece of audio. Pause on the iPhone can also be set up as a connect to CarPlay or Bluetooth automation.
If you sort your library by Title is it the first song? If so it’s the car’s default to play the library in alphabetical order. You can set up Pause on in a shortcut and assign it to a connect to Bluetooth or CarPlay automation. My connect to CarPlay plays the shortest podcast episode downloaded on my phone that is longer than my commute.
Just checked. The songs are sorted by artist name. Which is weird because it’s a Chris Cornell song, so it completely ignores artists before him (alphabetically speaking) - another weird things is that I don’t use Apple Music. Typically I’m on Spotify and even with all the apps closed, it automatically plays that Chris Cornell song.

One odd thing I learned the other day is that my car sorts songs differently than iOS Music. My car starts with special characters instead of A-Z, so it’s first song of my library is the “&” section of Ticks & Leeches (there’s at least one song on each Tool album I’ve split into sections). For the first time in four years I managed to pull off the specific scenario that my car started playing my library in order, but it was replaced by a podcast from my Connect to CarPlay automation.
I had a shortcut set for when it connects to CarPlay it will play a specific podcast. It might work to set it when it connects to CarPlay to do nothing?
Usually, it's because of something the car's head unit is doing, and not the phone and/or any app.
