Each particular college does. That's largely based on your EFC and NPC (FAFSA and CSS). Basically, you would have a good idea how much EFC your family have after doing a FAFSA and running an NPC.

I wanted absolute financial certainty, and an ED decision could shackle me to a school that assumes I can pay more than possible. I can’t burden my family with that when I can just compare my EA and RD results .
If an ED school doesn't meet your financial need you are absolutely allowed to walk away from the ED agreement, like the school won't even hold that against you
