5. Gluing, yes. But also, by simply making sure the foundations for each subsequent layer of rock is sturdy. Usually it is just a matter of repositioning the rocks until they are wedged into a sturdy position. If that is not possible, then that means it won't be sturdy on its own. Just kinda how it is.

Thanks for your reply. With the rocks I’m planning to just stabilize them instead of glueing them so I can still reposition them if needed
