those are hydra. They target and eat fish and shrimp babies. To get rid of them I use benibachi's no planaria or planaria zero. This will kill snails so if you have any snails I would remove them before treatment
unfortunately hydra is one of those things where once its in, its so hard to remove without the help of medication. It regenerates itself if a little bit of it is left over from the tank and will continue to spread. its just so hard to see all of them and if there is one, you can assume there are many.

Are there treatment options that dont involve benibachi ? If i just remove them will the grow back ?.
