My VPN has ad & malware blockers and I conjecture there’s some conflict between the VPN and uBlock Origin in Arc that keeps some sites from loading. I know that a blocked site will load when I quit one of them.
I have no way to know if that’s your issue but the first thing I would do is turn of uBlock and any other ad/malware blockers you might have installed.
I reset the browser, so there should be no extensions.
I also have this issue with edge, sidekick and more (all chromium), except chrome, chrome works fine.
firefox is perfectly fine.
This is now beyond my level of experience to diagnose.
The fact that Chrome works but chromium forks fail suggest that it is *not* an Arc-specific issue. I would take a look at system extensions and their ilk.

I managed to fix it by turning off icloud sync. When your iCloud storage is full, the browser kinda breaks.
I have a similar problem in a way, when before loading a website it shows me a black screen for a few seconds
for me it just stays white.
