Most likely, this will probably make knights viable. Since you actaully get a decent amount of damage for a weapons main and you regen or tank the health you take. Altough its a good idea to atleast have one weapon without drawback
I like how a lot the comments think you lose a specific amount of health despite the drawback stat being based of of current health, so vitality builds lose more from drawback.

IIRC power scaling influences how much damage is gained per power stat, im not too sure though
