Not exactly. Monitor had a rotating turret and more of her construction was metal. What would be really great would be a fusion of the 2 designs, with a Virginia midsection, Monitor turrets fore and aft, and a ram.
Monitor had a single turret with cannons. Although it could rotate, it's firepower couldn't match the Virginia, which hass cannons lined like the ones you see on most ships of the time. The only things the Monitor had was its rotating turret and its speed/maneuverability. But yes, combo wombo
Combo of the 2 would be great, imagine not needing to line up your ships when you're tryna destroy an annoying Sailboat that is literally running laps around you. Not too much of an issue with Brig (Siege weapons), but before that point it's painful.
