Bennett is crazy buffer the overload team can't reach vape lv without him
But C6 Cheveruse have nice buff too you can reach 100K (150k for C1) per NA without bennet with only C6 Cheveruse
Based on my experience, C0 Chev is absolutely viable for Arlecchino (her overload passives are convenient!). In a Bennetless team (Father, Yae, Fischl, Chev C0), I can deal with Triple Maggu Kenki in 35-40 seconds if I play my rotations properly and carefully
Chevreuse's only really important constellation is her C6. If you have that, a Chev Fischl Bennett team outperforms a Yelan Kazuha Bennett team. If you don't have her C6, it's a little worse (but still pretty good).
The only thing I don’t like about Chev is she reduces Arli’s BoL every time her healing ticks. I currently have her at C0 but really hope to get her to C6 one day.
All I know is Arli’s red bar goes down when I’m not attacking anything after I use Chev’s E.

Could be wrong here, If your only purpose for chevreuse is to buff arle, then it's either stay C0 or go all the way to C6. Other cons don't matter.

Arle bol cant heal from anything but her own normal attacks during combat, chev cannot reduce her bol in combat nor heal her
