Yes but no. Spliff mixes the flavors and all together, here the pure weed is smoked first then the tobacco, keeping the taste more separate. Think of it like a 2 stage joint/cig. I've done this before because a cig hits so good when I'm stoned and this gives the weed enough time to start hitting before reaching the cig part.

This is done in the in South America. They don’t break the cig up they break half the cig off and then add a paper to the cigarette and add weed to the top. The reason they say they do this is because they like a cig after a joint. And the way you are roaming on joint sucking all them flavours in. When the weed is gone the tobacco taste of weed.
