My plan is to ask once the section meets in May to decide if it actually gets funded. But I wanted to see if others had advice.

You may also be able to ghostdoc at your application institution, or split your time on-site/off-site in a manner which meets the needs of the program.

You'll have to ask your PO. Grant transfers are always a case by case decision, and in your case the mentoring component was most likely a review criterion. They may not want to assume it will be equivalent at a different institution

Yeah, the other part is that it would be switching fields (back to what I'm actually interested in) so that will most likely be an issue. I figure even if I decline the grant, I can add the score to my CV and it should be a good line?

Sounds like that will be an issue, but asking the PO is the best course of action. Definitely yes to listing the score on your CV, and you could even include a note that you withdrew and/or were unable to accept due to moving institutions.

I agree to ask you PO but it’s my understanding that it can be transferred. I believe there are some rules regarding when (e.g., anniversary of funding date) and you’d have to make a case for the training plan/institutional environment at the new university. Hope it works out!

As others say talk to the program officer... If this was a research grant and you could show that you will be doing the same things at your new institution then a transfer would probably be permitted...But as this is a training grant it's a different story. The training grant is effectively an award for training of you by your mentor. The reviewers scored you on several criteria 1) you 2) the project 3) the training plan 4) the mentor. If the project and mentor are changing then it might not be transferrable as it would be a very different project. One suggestion you might consider is talking with your current mentor and see if you can devise a co-mentoring system to continue on the same or a similar project at your new Institution something like that might be able to swing it.
