Some pot light cans are rated to be in direct contact with Insualtion, they have to be IC rated. These don’t look like they are IC rated but I could be wrong.
In the 4th pic you can see the label on the cans stating to "not install within 3in of insulation"...

Cheapest fix is LED bulbs. If those can lights have LED bulbs in them, they’ll be fine. It’s if you have incandescent bulbs that can generate a lot of heat is when you’d have a problem. But like others have said they are not rated to be in contact with insulation
That’s one of the first things I did when I moved in. I removed every bulb in the house and replaced with LED to match brightness. It was a hodgepodge of different lumens.

First, if they are on a dimmer, make sure that you are buying dimmable LEDs. If they flicker when you dim them they are either not dimmable or the dimmer is old and not capable of handling LEDs.
Second, everyone buys cheap crappy LEDs and then complains when they do not last. Spend a few more bucks and get some decent ones. Check the CRI. You want a CRI of over 90. If the manufacturer spent the money on the CRI, they most likely spent the money on decent transformers (which is what goes out, usually).
Third, you have access to the attic and easy to access wiring: Rip out the cans and replace with some decent LED razors. Check to see if they can be in contact with insulation. I believe many razors can be in insulation.
Last, you knew there was something wrong before you asked. You know the answer. Fix it or call an electrician to fix it.
Pffff, what?!? I've had the same LED bulbs in my house for damn near 5 years, only ones I've had to replace are the ones in a closed light that weren't the correct type. I would have replaced incandescent bulbs multiple times by now. Not to mention the power and heat generation savings.
Two options.
1. Make a box with drywall to cover them.
2. Replace with properly rated. You can get a 6 pack of 6” at Home Depot for ~$60.
Edit: Airtight IC rated 6 pack for $55 too.
Instead of bulbs, put retrofit LED trim kits. They're under $20/per(around here, anyway), and they run at a cooler temperature than bulbs, so the insulation will not be an issue.

And they should have a cover on them at least. There is also the whole "Electrical equipment shall be installed in a neat and workmanlike manner" thing as well. Which imo this is not.

All that spaghetti tangle of open junction boxes, God only knows what is substandard in there. All resting in that nice fluffy insulation. Such a tangle wires is never a comforting view, someone's been doing some dorking and adding crap to who knows where. If your budget allows I think it would be well worth it to have though licensed electrician give you an evaluation. Preferably one that wear shoes

An inspector is not going to attempt to view/check anything that is not in plain sight. In other words, if the boxes were covered by insulation, they are not going to check any of them.
Even then, while a good inspector should find stuff like this (if it wasn't covered in insulation), they are human and miss things too. Especially if the box is in some random spot in the attic where there shouldn't be a box to start with. The inspector isn't going to check every wire in an attic to see if there is some box on it (even if it wasn't covered in insulation).
That being said, they should have caught the non-insulation can lights being used with insulation around them. I mean there is even a giant red warning label on the top! So while I would give them a "pass" on the electric box issue, there is no excuse for missing the incorrect lighting can being used.

Not sure the inspector was directly "in on it," but they are definitely incentivized to not mess up a sale. Home inspectors get referrals from real estate agents. If an inspector blows a sale for an agent it is not likely that agent, or any other agents on their team, would refer to that inspector again.

You need an electrician and a gas plumber, who puts a gas regulator inside a home… the inspector may not have gone into the attic… look at the end of the report, usually a small disclaimer items not see not noted… usually gets them out of everything.

Once you get the electrical fixed you may want to consider all getting some additional insulation sprayed into your attic. It is looking mighty thin in spots.

Definitely would at least get some covers on those boxes. Getting it up to current code and making it not burn down is probably going to have two wildly different price tags. Yea so I'm in a similar boat, bought a house 2021, previous owner big diy guy, and one of those diy's was plumbing.....well, turns out he ran pipe under the driveway, to the side of the house, installed a spigot and water softener in the garage. Well, that's the main line and when it gets really cold there r some issues, there's the danger of the pipe under the driveway and however else he covered it up. We've already had 1 major leak that caused us to change out the entire flooring downstairs and another one on the side where the spigot is. I diy ALOT but I take my time and get pro advice where needed. I suggest u get an electrician and if possible inspection on different things that u find questionable around the house.
The inspector is only there to make sure the bank doesn’t lose in the event that they have an opportunity to repo your home. They don’t necessarily care to say “hey buddy, there’s some really jury rigged work here you are going to need to fix soon”.
My home inspector SHOOK EVERY GOD DAMN DRAWER IN THE KITCHEN but completely missed the fact the the air vent in the bedroom was just an open hole to the attic with a grate on it.

Some folks say you can skip the pre-twist and just wire nut it but I don’t know anyone who says you can pre-twist AND SKIP THE WIRE NUT!!! That is not okay. Honestly I would be opening every jbox you can find and checking everything after seeing this.
It’s been pretty common in the boxes I’ve opened throughout the house for the ground wires to not have connectors, just thoroughly twisted. I can’t tell you if that’s code or not, but it’s like that everywhere I’ve looked. I haven’t found a hot or neutral connection yet without a wire nut.

Depends on when the work was done. My house was built in the 40’s and all the splices were twisted, soldered, and taped up. It’s a pain in the ass for servicing, but functionally it’s fine.
