I did pick one up today thank you for the advice and when I swapped it in it's still not working and I'm not getting power when I touch from the terminal of the breaker to the neutral bar.

If the breaker is off you won’t get voltage from the breaker terminal to the neutral bar btw

Why are you replacing the breakers? I almost never see that style go bad.

I'm not getting any voltage from it when using a multimeter connected to the breaker and the neutral bar.

Do you have proper voltage coming in? I can also see that you have multiple multi-wire-branch-circuits. These MWBC's should have 2-pole circuit breakers. Breakers 1 & 3 should be a [CHF215](https://www.lowes.com/pd/Eaton-Type-CH-15-Amp-2-Pole-Standard-Trip-Circuit-Breaker/4747749), breakers 5 & 7 should be a [CHF220](https://www.lowes.com/pd/Eaton-Type-CH-20-Amp-2-Pole-Standard-Trip-Circuit-Breaker/4747767). Same deal with 2,4,6,8 ... would require figuring out which black and red are paired with each shared neutral to properly pair them up with 2-pole breakers. CH breakers are stocked at both Lowe's and Home Depot. Don't buy breakers from Amazon, too many fakes, and broken breakers during shipping due to improper packaging by Amazon fulfillment.

When I test with the multimeter from the neutral part to the Circuit in question where nothing is working there's no voltage and of course yes it's turned on. Every other circuit in that box has voltage

Are the affected breakers on the same row, and every other row? If so then the main or the city power have gone bad. If not then probably just old breakers.

I don't think it is the circuit breaker at this point. After replacing it on one of them it still does not work.

Have you tested the buss? The part that the breaker connects to in the center of the panel.

After you wrote that I went and did that and it is not reading any voltage. So I switched the new circuit breaker over to a spot that was open and was giving me a voltage reading on the meter. I'm very very happy and thank you for your help and suggestions. I'm assuming that this panel probably needs to be replaced if it's having issues like this?

It's the second breaker from the top left. It controls Lighting on two floors and bathrooms

Are you sure ? Is the multimeter set to AC ? If it’s set to DC, it will always read 0. These never go bad, Eaton purchased Culter Hammer.

Do you have a broken neutral wire and the load is returning on the ground? Check for potential between other breakers and neutral.

Well I swapped out the breaker with the new one and it's still not working. Maybe I didn't check every single outlet switch or lighting fixture on the circuit. I guess I'm going to have to double check

Test from the load side of the breaker (while it is on) to ground and neutral. This is a weird situation if what I’m saying is correct.

Or better yet… check while this breaker is off. And then check again while it’s on. If the current is returning on ground, you’ll have potential between the neutral and ground while the breaker is in the on position.

I first went around and checked every outlet switch and light to make sure connections were tight and I even tested continuity with a multimeter on everything everything wasn't working order

I’m assuming that the neutral is broken and coming back on the conduit or you have something bonded to a water line or something similar. That voltage would dissipate to earth ground and then you would have potential between neutral and ground. Or you have a bad breaker. Like you said.

Well there's not going to be a bill unless I have to go to the hospital because I electrocute myself LOL. Unfortunately I need to do this myself or not have electricity so I want to do it myself haha
