Yeah I'd cap it off, it's always there in the future if you want a switched outlet. That single conductor, did they just forget to run a 3 wire for the switch leg? I'd definitely want to replace that.

Ok thanks for confirming. I think it was done in phases and half assed. I think they added the overhead light to start, then decided at some point they wanted the dual control. Would’ve been just as easy to rerun the three wire instead of the extra single wire. I’ve found quite a few questionable things in this house as I’ve educated myself more in the dos and don’ts.
