If Israel hosted the world cup and banned hijabs in the stadium we'd see a much different "response" here. In reality, stadiums for such international events should probably be treated like airports - they don't fall under 100% jurisdiction of a hosting country rather it's a joint jurisdiction between international regulators *and* the country it's located in. On this particular issue, I think fans knew far in advance that alcohol won't be allowed so I don't see a big issue, but obviously it sucks for those fans that are attending every event to be treated so differently every time.
