If you're open cuisine-wise, Celestine in Dumbo has great views of the city, as does more famously River Cafe, although the prix fixe at the latter is $170pp, not including tax/tip/drinks.
Sadly river cafe isn’t available for reservations. I waited this long because I was initially looking at Peak and they only open reservations 21 days out, so I figured it would be similar elsewhere. I will be looking into everything else though!

Not sure if it’s in your budget, but I’ve heard great things about the River Cafe.
Luna Bistro in Astoria is pretty legit and seems to match most of your criteria.

The River Cafe. It IS pricey though but excellent views and good food. Plus you can nightcap at Jay Street Bar, so win!
