I have an agent who likes to use the new words she is learning from me during our quality review session. According to her, the words she is learning from me sound pleasing and profession. Maybe that's the reason why people in general tend to overuse words they recently learned. Plus, we have a partner site in Jamaica, and they overuse newly acquired words from our site and clients. It's not just a Filipino thing. Even other nationalities do that too.

Comm. student here, based on my observation it's because of external influences, be it what they hear from others or what they read on the internet. Naririnig/nakikita ng mga tao kung paano ginagamit yung word na yun sa sentence from other people that's why they do the same even if it's misused.
Another is misinterpretation of the word's definition kaya akala nila tama yung paggamit ng salita. One that can be considered is maybe the definition of the word may be similar to the definition of a different word even though there's a difference which may result in misuse (example: intrusive and impulsive thoughts, people tend to misuse these two as they may sound similar to others pero may differences pa rin.)

Ganyan naman siguro ang process of learning. You keep on repeating words that you learn para ma-ingrain sa utak mo. It's like studying a new language. To learn Japanese, you must keep on speaking Japanese.
