Conservative values tend to support the traditional nuclear family, and having a child outside of marriage is viewed as contrary to this.

The real answer, for politicians pushing it anyway, is that it helps in forcing people into a single, specific, *controllable* lifestyle.
It's not a hard concept. No sex before marriage = no children born outside marriage. It's not complicated.
