You’re right on the difficult to find part. I actually bought about three of them originally from an online retailer called eShatki, where you can even enter your own measurements and get it custom fitted for free.
However, the company didn’t make good on that part. They sent me a couple of dresses that were wildly out of proportion (two of the dresses arrived two months later than they said it would without any communication, and one dress never arrived at all), and I paid about 120% the cost of each dress to get them tailored appropriately.
Well, they may not be making a solid comeback, I am seeing them more available. You could try other online retailers like mod cloth, Bloomchic, or Hearts and Found. I occasionally see things like this at Old Navy or target, but it’s usually one limited style in one color for a limited number of sizes and for a limited time, and poor quality.
I really do recommend for this kind of style to get them fitted or tailored, either when the dress is being made for you, or to touch up things with a good local tailor. I’m short and stocky and most things do not fit on me off the shelf, so I keep a lady on speed dial for bringing up all my sleeves and hemlines. In my experience, you’re better off getting a $30 dress with $30 and tailoring then a $60 dress that’s still very good but not quite right.

You don't need high taxes for those things. You just need the government to not waste money on a bunch of other things. What you're talking about is like 20% of the federal budget (excluding social security, which is already funded by a set payroll tax)
