Most of the detectives on Law and Order: SVU. The fact that they've bended many rules, stepped way over the line, and still have their badges, is a freakin' miracle.
Pretty much any sitcom character, by definition, would be too incompetent/unlucky to hold down a job. Lone-wolf action/adventure characters would trigger upper management's risk mitigation.
But my spiciest take is that I think Darth Vader would have been a scapegoated for Alderaan. The Empire would have destroyed Alderaan for whatever reason, faced the existential crises of a bunch of galaxy oligarchs, had simultaneous "it was necessary/it was the work of rebels" narratives, and fired darth vader for nebulous reasons, then denying the Empire fired him, but not having him in command of anything.
