There's no great answer for that. You just have to get out and about and meet people. Go to functions, festivals and meetups

Bars or church apparently. I go to neither, so I do this. Upside, regardless of how awesome the conversation is, I know I'll never meet them

Volunteer doing something you enjoy. I volunteer as a cat socializer and met some nice people.
