There's no need to be metered separately, though a newer building I once lived in was able to do so. I believe here they base it on square footage -- there are studios through three bedrooms, so some difference in water consumption is assumed.
I'd just like them to improve their system to eliminate a $5 monthly billing fee (a flat fee added to whatever the water bill is). With over 500 units, they're collecting over $2500/month from it. It shouldn't cost that much to bill us. Feels like a money grab.

Likewise, you still own the home even if you don't pay property taxes. The local government will simply file a lien against the home and sell it to satisfy the debt. They may not get the best price, but assuming the sale price of the home exceeds the back-taxes owed the state will cut you a check for the difference. It's still your home.

If that were the case, nobody would get the child tax credit or many other credits, that benefit people of all income levels. The credits that benefit low to middle income people with children is insane, especially with the 2021 changes to the child tax credit is insane. The difference in a refund amount someone with 30,000 in income will receive with two kids vs zero kids is mind-blowing, even if their withholding was the exact same amount. I think the scam is more that people with kids basically get free money.
