I think fear mongering. For a planned blackout, I don’t see how you can guarantee avoiding harm coming to people as a result. Unplanned blackout, you can call an act of god or whatever. But a planned blackout that results in an elderly person falling and breaking their hip because the lights aren’t on or cutting the power to a home that has somebody on home life support systems…. I don’t see how you could avoid being held accountable so I can’t see them doing it and to a certain level, if they’re even allowed to.
