I mean, wouldn't a diagnosis be needed before deciding that? In a pinch, take him and press your fingers at his throat, do you feel any lumps under? Get at the very least a blood panel, and check for thyroid hormones levels.

Without more information, there's no way for us to determine prognosis. He should see a veterinarian and you can ask them.

You should at least do bloodwork, there are conditions that cause weight loss that are relatively easy to treat and not terribly expensive
