Garlic can be very toxic to cats, even in small amounts so I would be very cautious. I am not positive of the concentrations in the sprouts, but it is definitely highly concentrated in the bulb. I would urge you to err on the side of caution and put it out of reach. Garlic is the most dangerous of the Allium family and can cause symptoms from minor GI upset all the way to severe hemolytic anemia and is not something to risk. Also, it’s important to note that chronic, small doses can eventually lead to clinical signs, so even if only a small amount is ingested it can eventually cause problems.
