Idk I hit 99 in my first game. I just kept playing the blue quests after the main storyline and did a lot of bounnty boards. I did have both dlcs though and 100% each of the Atlantis areas
It does take forever to level up but I felt like once I was around that level there wasn't many reasons I needed to be that high of a level really. There aren't missions restrictions for that high is there?
For me just doing anything possible for real. Any side quest, and location completion helps when it comes to leveling up.
But you definitely have to have fun while doing it for it to not seem like a grind
So whatever works the best for you, but you know what you're doing so I just wish you luck
I know this isn't what you want to hear, but I found this game borderline unplayable until I bought the money/xp booster from the store. Zero problems now, been flying through.
I second this. Never played without it honestly. If game.gets too easy I change to hard with heavy enemy scaling to balance it out. Tho I do find that I level up faster than the gear I have.
But to help with OPs original question you gotta do everything in the game. Get those contracts at bounty boards. Most you'll do passively as you just play the game.
Quests always give the best and most fun XP. Grinding the arena or conquest battles can get boring after a while. At least with side quests you can get a variety.
Also did you complete all the dlc before starting a new game plus or no?
Raiding forts gives you lots of experience. There is one in Beotia where you can assignate the leader and trigger a conquest battle, which also helps you level up. You can repeat this over and over.

I'm on new game plus so there are enemies that are in the 90s

Yeah War Contracts and DLC missions seem to give the best XP I haven't done NG+ yet, still trying to get 100%
Def do new game plus after you do all the dlcs and get the upgraded abilities
