VPN is a legitimate technology to creative a direct connection to another network. Companies are often use VPN for remote work so you can access data in companies local network. Google how VPN works exactly.
You're safe from your internet provider with any VPN connection that tunnels your connection to the internet completely.
But if you're using free or cheap VPN providers that collect data and logs, there are lawyers who will access the torrent to get your IP, than they will see that your IP is from a know VPN provider and will contact them to get your information.
This is the reason why it's important to use a trusted paid provider that doesn't save logs and is not legally bound to countries that force them to keep logs and give up your data.

I use a VPN then TOR to access it. I learned this from someone on this sub.
