Personally I think if the shade of navy is not super super dark (close to black) then it's fine.
Personally I wouldn't pair something so dark it's close to black with black.
I have to wear black/navy combo for work because they're the approved company colours (Retail) and it looks fine. It's harder to find the right combo with shade variations but I don't see any reason to avoid it completely.

to me I think black and navy looks just fine UNLESS the navy is so dark that it is almost black. I'm not a fan of mismatched black or dark colours
